YBhg Datuk Mohd Khairul Adib Bin Abd Rahman
Chairman

YBhg. Datuk Mohd Khairul Adib bin Abd Rahman was appointed as the Chairman of CAAM on 1 June 2020. He holds a Bachelor Degree (Hons) in Science and later pursued his master in Public Policy at Saitama University, Japan under Monbukagakusho Scholarship.

YBhg. Datuk began his career in the civil service in 1988. He has served various ministries and departments over the period of 32 years such as the Ministry of Science, Technology and Environment, Ministry of Education and at our Missions in Tokyo and London.

He was appointed Secretary General of Ministry of Transport before assuming the position of Director General of Public Service in 2019.

YBhg. Datuk Isham Ishak
Secretary General Ministry of Transport Malaysia (MOT)

YBhg. Datuk Isham Ishak is currently the Secretary General of the Ministry of Transport Malaysia (MOT) starting from 25 November 2019. Previously, he was appointed as the Secretary General of the Ministry of Tourism, Arts and Culture Malaysia (MOTAC) from 17 February 2019 to 24 November 2019 and the Secretary General of the Ministry of International Trade and Industry Malaysia (MITI) from 2 July 2018 to 16 February 2019. He was also the Deputy Secretary General (Trade) of MITI from 2016 to 2018.

He had served in a number of divisions related to international and regional aspects of trade and industry while in MITI, including Trade Facilitation, Strategic Planning, WTO, APEC and ASEAN. He also successfully assisted the Micro, Small and Medium Enterprises (MSMEs) in Malaysia while serving as the Chief Operating Officer (COO) and Deputy Chief Executive Officer (CEO) at the SME Corporation Malaysia, an agency under MITI from 2014 to 2016. In addition, Datuk Isham Ishak spent 5 years in the United States, from 2006 to 2011, as the Minister Counselor at the MITI Washington D.C. Office.

Datuk Isham Ishak has had the opportunity to serve the Minister of International Trade and Industry Malaysia as the Special Officer to Yang Berhormat Tan Sri Rafidah Aziz from 2004 to 2006, and the Special Officer to the Yang Amat Berhormat Tun Abdullah Ahmad Badawi, Malaysia’s fifth Prime Minister.

During his tenure in the civil service, he was appointed as the Chief Negotiator for Malaysia for the Regional Comprehensive Economic Partnership (RCEP) Agreement from 2016 to 2018. He was also the Deputy Chief Negotiator for Malaysia for the Trans-Pacific Partnership (TPP) Agreement – later known as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) – from 2011 to 2015. He was also one of the Malaysian Negotiators for the Developing-8 (D-8) Organization for Economic Cooperation and also the Malaysian Lead for the ASEAN Coordinating Committee on Services (CCS).

While serving as the Deputy Secretary General (Trade) of MITI, Datuk Isham Ishak was also appointed as the Senior Economic Official (SEOM) for Malaysia, whose main task is to oversee the implementation of the ASEAN Economic Community (AEC) Blueprints in Malaysia and ASEAN. He was also the Malaysian representative at the High-Level Task Force on ASEAN Economic Community (HLTF-EI), the highest level of groupings among economic officials in ASEAN while he served as the Secretary General of MITI.

Datuk Isham Ishak was also the Malaysian Lead at the Senior Officials’ Committee for the ASEAN Socio-Cultural Community Council (SOCA), which is also one of the three pillars of ASEAN that aims to lift the quality of life of ASEAN through cooperative activities that are people-oriented, people-centred, environmentally friendly, and geared towards the promotion of sustainable development to face new and emerging challenges in ASEAN.

In recognition of his achievement to the nation, Datuk Isham Ishak was bestowed with several excellences of achievements awards including the Companion of the Order of Loyalty to the Crown of Malaysia by the King in 2014 and the Darjah Pangkuan Seri Melaka in 2016.

Rokhoun Nafsiah binti Abd Rashid

An accountancy graduate from Manchester Metropolitan University, United Kingdom, Rokhoun Nafsiah binti Abd Rashid has over 20 years of experience in Malaysian Civil Service. Her career in Civil Service began as an Administrative and Diplomatic Officer at the Prime Minister’s Office under the Economic Planning Unit back in 1995. After completing her Master of Business Administration from Universiti Kebangsaan Malaysia (UKM), she was appointed as the Principal Assistant Secretary at the Ministry of Finance. She had also previously served at the Department of Waqf, Zakat and Hajj before continuing her service at the Ministry of Finance.

Throughout her career as a civil servant, she has contributed to the growth of Malaysian Civil Service and the country. Rokhoun Nafsiah managed the structuring of the organization at the departments and agencies under the Ministry of Finance. She was also directly involved in the organizational structure of the Treasury Transformation Program back in 2013. She also structured the plan and management of Human Resource for all departments and agencies under the Ministry of Finance. On top of that, she improved and streamline the Standard Operating Procedure as to comply with financial processes and streamline work processes related to Financial Management and Human Resource.

Rokhoun Nafsiah was appointed as an Authority Member of Civil Aviation Authority of Malaysia on 18th December 2019 as a representative of the Ministry of Finance.

YBhg. Commander (H) Prof. Datuk Razali Mahfar

YBhg. Commander (H) Prof. Datuk Razali Mahfar is an Honorary Commander with the Royal Malaysian Navy. He holds concurrent appointments as Adjunct Professor and Advisor with Universiti Perguruan Sultan Idris (UPSI), Universiti Teknologi Mara (UiTM), Universiti Teknologi Malaysia (UTM) and Universiti Utara Malaysia (UUM). He is also the Malaysian Higher Education Leadership Academy’s (AKEPT) Lead Executive Coach for public universities top management strategic coaching and mentoring programme.

In the last 36 years, he had served various multinationals, public-listed companies, government-linked organisations, public research and higher learning institutions in various positions. This includes Britannia Airways, Malaysia Airlines, Proton, Shell, Esso, MIMOS, SIRIM and INCEIF. Datuk Razali read Aviation Engineering and International Marketing in the UK and attended advanced management programmes of top institutions such as Oxford, Harvard and NASA. He was the youngest recipient of the UK CAA Aircraft Engineer Licence in 1978 and the first Malaysian to receive the Bank of Scotland Prize for academic excellence in 1990.

YBhg. Tan Sri Prof. Dato’ Ir. Dr. Chuah Hean Teik

YBhg. Tan Sri Prof. Dato’ Ir. Dr. Chuah Hean Teik is currently the President, Chief Executive Officer and Senior Professor, Universiti Tunku Abdul Rahman, a position he held since 2008. Prior to this, he has served in various reputable local universities including Multimedia University and University of Malaya.

Tan Sri also serves in many professional and advisory bodies and committees including the President of ASEAN Academy of Engineering and Technology (AAET) for 2016/2019 session. He is also the Chairman, Standing Committee on Engineering Education of the Federation of Engineering Institutions of Asia and Pacific (FEIAP) for two consecutive sessions from 2015 to 2019. Tan Sri was awarded the Outstanding Engineering Achievement Award (Individual Category) from the ASEAN Federation of Engineering Organisations and Exemplary Leaders Award (Education Category) from The Federation of the Hokkien Associations of Malaysia in 2017 for his outstanding achievements and contributions.

YBhg. Datuk Ben Chan Chong Choon

Datuk Ben Chan Chong Choon is an Advocate and Solicitor of the High Court of Malaya and a member of the Malaysian Bar. Prior to setting up his own practice in 2017, Datuk Ben Chan was a litigation partner in established Kuala Lumpur-based law firms. He graduated from the University of London with a LLB degree in 1990 and then obtained his Certificate in Legal Practice from the Qualification Board of Malaysia. He obtained a Master of Laws from the University of Malaya in 1995. Earlier, he had completed his professional qualification with the Institute of Chartered Secretaries and Administrator (ICSA) and admitted as an associate member.

Datuk Ben Chan regularly undertakes and conducts litigation cases in the Appellate Courts, High Court, Subordinate Courts and Arbitral Tribunals. He is an Arbitrator, Adjudicator and a Mediator in the panel of the Asian International Arbitration Centre. Presently, he also sits as a panel member in the Disciplinary Committee established under the Legal Profession Act 1976.

He has acted in various high-profile litigation matters involving commercial disputes and important arbitration cases relating to construction contracts and oil & gas. Datuk Ben Chan also provides banking, finance, insolvency and regulatory advice to financial institutions and investment intermediaries, insolvency practitioners, borrowers and investors and advises on construction law disputes. He had lectured on business law and company law at talks, seminars as well as various institutions. He is main author of the book, “Chan & Koh – on Malaysian Company Law” Sweet & Maxwell, Asia.

Captain Chester Voo Chee Soon
Chief Executive Officer

Captain Chester Voo Chee Soon was appointed as the Chief Executive Officer of CAAM effective on 1st June 2020. Captain Chester Voo started his commercial flying career with Malaysia Airlines in 1993 as a cadet pilot. Over a career of 27 years, he has flown the Boeing 737, Airbus A330 and the Airbus A320. He has accumulated a total of 14500 commercial jet hours on these aircraft. He also served AirAsia Berhad in the last 12 years and has achieved various management roles with the airline.

He has served in the capacity of Ground Instructor, Crew Resource Instructor, Type Rated Instructor, Type Rated Examiner, Training Manager, Chief Pilot Operations and finally Director Flight Operations. He is known to be a humble and approachable leader with a keen attention to detail. With this vast experience and acumen, Captain Chester Voo is entrusted with the role to drive CAAM to greater heights while improving the country’s efficiency, safety, and security of civil aviation to a world-class standard.
