An Aerodrome Operator Licence (AOL) is required to operate an area (including airports or commercial airfields) where commercial aircraft take-off or land and engaged in the transportation of passengers, mail or cargo for hire or reward.
Every AOL includes specific legally-binding conditions on the approved aircraft types, operator’s responsibilities, the duration of operation and such matters CAAM considers necessary.
Privately-owned aerodromes that are not open for use by public transport aircraft or aerodromes that do not collect aviation service charges under the Malaysian Aviation Commission (Aviation Service Charges) Regulations 2016 are not subjected to the need for AOL certification.

Applications are assessed based on a range of criteria, including but not limited to the following:
- whether the applicant is a company incorporated in Malaysia and is directly under the control of a Malaysian company as well as the ownership structure of the applicant;
- The status quo of supply and demand for air transport facilities;
- the experience and competency of the management team of the company;
- the feasibility of the proposed business plan;
- the financial viability of the business; and
- Expected quality of the proposed aerodrome, in respect of continuity, regularity of operations, frequency, reasonableness of charges and general efficiency.

To renew your AOL, a written application should be submitted to aerolicence@caam.gov.my to initiate a formal application process. Upon submission of all required documentation, the document evaluation would commence.
Every holder of an AOL is required to provide regular financial and operational reports as part of their licence conditions.
