The Air Navigation Services Operations at the Civil Aviation Authority of Malaysia (CAAM) encompasses the critical functions and responsibilities involved in ensuring safe, efficient, and orderly air traffic management within Malaysian airspace.

Here is a brief explanation of the key aspects of this unit:

Air Traffic Control (ATC)

CAAM’s Air Navigation Services Operations include providing air traffic control services in Malaysia. This involves managing the movement of aircraft, both in the air and on the ground, to prevent collisions and maintain a smooth flow of traffic. ATC Controllers monitor radar displays, communicate with pilots, and issue instructions regarding altitude, speed, and routes.

Operation Control Centre (OCC)

OCC is responsible for managing and monitoring Air Traffic Services Unit (ATSU)s operational planning, safety, regulatory and tactical, thence responsible for the stations’ quality performance. OCC will

  • Ensure pre-planned duty roster compliance with CAAM’s policies (taking into consideration factors of leaves, holiday seasons, training programs, etc.);
  • Ensure uninterrupted daily operation at all stations;
  • Provide a coordinated response, in a timely manner, to reduce and recover from operational interruptions and minimize the impact on the daily operation;
  • Study and implement improvement actions for weaknesses identified from OCC reports (manpower capabilities, fatigue, shift pattern etc).
Aeronautical Information Services (AIS)

AIS plays a crucial role in providing up-to-date and accurate aeronautical information to pilots and other aviation stakeholders. This includes disseminating notices to airmen (NOTAMs), airport charts, navigation charts, and other relevant information. AIS ensures that pilots and operators have access to the necessary data for flight planning and safe operations.

Aviation Industry

Aviation Industry Unit was known as IP Unit as well as a unit that coordinates and monitors the process of evaluation on filing applications via NOSAS or AEROFILE system for flight approvals. All aircraft with foreign registration and Malaysian registration that operates on domestic and international to or from all airports in Malaysia need to have flight approval permits in order to fly or overfly within Malaysia FIRs. IP Unit is also the main coordinator for flight approval with other related Government Agencies or GLC and private aviation companies.

Search and Rescue (SAR)

CAAM’s Air Navigation Services Operations  through the respective ARCC/ARSC(s) within Kuala Lumpur and Kota Kinabalu Search and Rescue Regions are responsible to provide aeronautical search and rescue services with the support and assistance from National SAR Agencies and private entities. This includes efforts in assisting the distressed aircraft, initiate timely SAR response and ensuring the operations are coordinated and conducted effectively and safely.

The Route Air Navigation Services Charges (RANS)

The Route Air Navigation Services Charges (RANS) unit primary responsibility is to ensures that the costs associated with services like air traffic control, communication, and navigation aids are accurately recorded and recovered from aircraft operators and airlines. CAAM employs a transparent and systematic approach to calculate charges, considering factors such as distance flown and aircraft weight. Each stakeholders are given access to their invoices and movement data for both KL and KK FIR via a centralised portal to maintain the integrity of the charges incurred. The funds collected are used to maintain and upgrade air navigation infrastructure, as well as to continuously improve the quality of services provided to stakeholders.
