Director of Airworthiness Division

The Airworthiness Unit was first established in 1972, under the Flight Operations Division to regulate aircraft maintenance activities. The Civil Aviation Authority, United Kingdom (CAAUK) was contracted to manage the Unit. CAAUK airworthiness surveyors were positioned in Malaysia and the British Airworthiness Standards were adopted. Expansion of job functions and responsibilities resulted in this Unit being upgraded to a Division in 1992. The CAAUK surveyors were gradually replaced and since 1999 the Airworthiness Division is fully manned by qualified and trained Malaysians. The CAAUK contract was changed to a consultancy service. The Airworthiness Division had subsequently evolved to become a Sector in 2007 with further expansion of job functions and responsibilities.

Regulatory Functions & Responsibilities

The Airworthiness Division has three (3) main Sections namely; i) Policy, Safety & Development (PSD), ii) Airworthiness Certification & Engineering (ACE) and iii) Aircraft Continuing Airworthiness (ACA). Under these Sections, there are eleven (11) technical Units having specific functions as follows:

Regulation, Policy & Guidance Unit (RPG)

Plan, manage and coordinate the following airworthiness activities:

  • Regulations, policies and guidance.
  • Ensure airworthiness requirements in compliance with ICAO standards and recommended practices (SARPs).
  • Close cooperation with other national aviation authorities with the aim to harmonize certification standards and adoption of best practices.
Personnel Development & Compliance Unit (PDC)

Plan, manage and coordinate matters pertaining to:

  • Airworthiness personnel training and competency.
  • Conduct of training needs analysis (TNA) to determine the appropriate type and level of training.
  • In-house training for both initial/basic training including recurrent training.
Registration & Safety Unit (RAS)

Manage and coordinate matters on:

  • Maintaining and updating Aircraft Register.
  • Issue aircraft registration and de-registration certificate.
  • Aircraft mortgages including IDERA.
  • Investigation of occurrence and aviation safety data.
  • Safety management system (SMS).
  • Technical inputs to the State Safety Program (SSP) from airworthiness aspect.
Aircraft Design & Certification Unit (ADC)

Plan, manage and coordinate activities on type certification of aeronautical products:

  • Conduct technical validation on foreign design approvals.
  • Approve modifications and repairs to aeronautical products.
  • Manage and coordinate approval related to mandatory continuing airworthiness instructions (MCAI).
Airworthiness Engineering Services Unit (AES)

Plan, manage and coordinate engineering activities and provide technical support on matters related to:

  • Airworthiness evaluation of used aircraft
  • Conformity inspection on production aircraft
  • Approval related to flight testing and design related permit to fly
Design & Production Organizations Unit (DPO)

Plan, manage and coordinate activities related to design and production organizations that include:

  • Approval of design (DOA) and production organizations (POA)
  • Approval for DOA authorized signatories
  • Surveillance on DOA and POA
Commercial Air Transport Unit (CAT)

Plan, manage and coordinate continuing airworthiness activities on aircraft used for commercial air transport (CAT) operations that include:

  • Issue/renew certificate of airworthiness (CofA)
  • Approval of non-design related permit to fly (PtF)
  • Issue CofA for Export
  • Approval of aircraft maintenance program (AMP), minimum equipment list (MEL), mass and balance, specific operational approvals and noise certificate.
  • Aircraft Continuing Airworthiness Monitoring (ACAM) program
General Aviation Unit (GAV)

Plan, manage and coordinate continuing airworthiness activities on aircraft used for general aviation operations that include:

  • Issue/renew certificate of airworthiness (CofA)
  • Approval of non-design related permit to fly (PtF)
  • Issue CofA for Export
  • Approval of aircraft maintenance program (AMP), minimum equipment list (MEL), mass and balance, specific operational approvals and noise certificate.
  • Aircraft Continuing Airworthiness Monitoring (ACAM) program
Recreational Aircraft/UAS/AAM Unit (RUA)

Plan, manage and coordinate activities on:

  • Issue/renew of certificate of airworthiness (CofA) and permit to fly (PtF)
  • Issue CofA for Export
  • Approval of aircraft maintenance program (AMP), mass and balance etc.
Organization Approvals Unit (ORA)
  • Manage and coordinate approval of continuing airworthiness management organization (CAMO), approved maintenance organization (AMO), combined airworthiness organization (CAO) and maintenance training organization (MTO).
  • Approval of authorized signatories for CAMO
  • Plan, manage and coordinate surveillance on CAMO, AMO, MTO, CAO and authorized signatories.
Maintenance Personnel Licencing (MPL)
  • Manage examination for aircraft maintenance licence (AML)
  • Issue/renew of the AML
  • Conduct verification of foreign AML
  • Approval of maintenance training organization (MTO), including approval of maintenance training program and training course.
  • Plan, manage and coordinate surveillance on MTO
