The Aviation Security Division, Civil Aviation Authority of Malaysia (CAAM) has been responsible for aviation security regulatory activity and compliance monitoring to meet the national and international standards.  Our role was anticipated in the better regulation for aviation security and the relevant legal powers were set out in the Civil Aviation (Security) Regulation 2019.

While the Government emphasized on international aviation security matters and CAAM aviation security policy, the AVSEC Division regulates security stakeholders at Malaysia airports, airlines, cargo, ground handlers, mail, and in-flight catering to ensure that the relevant entities comply with Malaysia and international security requirements as stipulates in National Civil Aviation Security Program (NCASP), National Civil Aviation Security Quality Control Program (NCASQCP) and National Civil Aviation Security Training Program (NCASTP).

The responsibilities of the AVSEC Division which divided into Policy and Operational:
Policy

The AVSEC Policy Units is responsible for updating new and amended Standards and Recommended Practices (SARPs) by ICAO. Among other things, the Policy Unit manages to:

  • Updating and maintaining NCASP, NCASQCP, and NCASTP
  • Responsible for fostering cooperation on security matters with other national and international agencies. Among the many entities with which the Policy Unit coordinates its work are the ICAO, TSA, DFT, MKN, PDRM, KDN, JIM, JKDM, etc.
Operational

The AVSEC Operational Unit is responsible for enhancing aviation security performance by proactively managing risks, threats, and areas where gaps and vulnerabilities may negatively impact that performance. These include but are not limited to:-

  • Quality Control Programme
  • Threat assessment and risk management
  • Investigation of incidents and accidents

Strengthened aviation security is always our goal, however, amidst this, it can also improve operational efficiencies within the organization, improve the relationship between aviation security stakeholders and aviation authorities as well as enhance customer satisfaction.
