Director of Flight Operations

Operations Unit

Operations Unit constitutes the core component that fosters the development of domestic and international flight operations while providing oversight on safety and compliance through effective regulatory function and implementation. This unit covers key areas that includes Commercial Air Transport (CAT), General Aviation (GA), Surveillance, Cabin Safety, Foreign Air Operator, Ground Handling (GH) and Dangerous Goods (DG).

Licensing Unit

Licensing Unit primarily serves as a vital component in ensuring the safety and competency of personnel undertaking tasks related to civil aviation. This Unit effectively regulates the standards and requirements by enabling oversight on pertinent areas that includes Flight Crew Licensing (FCL), Approved Training Organisation (ATO), Examination, Flight Simulator Training Devices (FSTD), Designated Flight Examiner (DFE) and Designated Medical Examiner (DME).

UAS Unit

The Unmanned Aircraft System (UAS) Unit was established in early 2021 as the latest dynamic component to be integrated for regulatory function over unmanned aircraft operations. UAS Unit is dedicated to providing a robust regulatory framework whilst undertaking the responsibility of inculcating awareness to the general public on flight safety and regulatory requirements surrounding a relatively new and emerging industry.

Ground Handling Unit

Ground Handling Unit serves as an integral component in ensuring the safety and compliancy of all Ground Handling service providers. By effectively overseeing the essential aspects that includes passenger services, baggage and cargo handling, catering as well as maintenance, the Ground Handling Unit perfectly encapsulates the unique but critical aspects of flight operations.

Dangerous Goods Unit

Dangerous Goods Unit is a key component responsible in enforcing the National Transport of Dangerous Goods Programme (NTDGP) by ensuring compliancy towards the safe handling and transportation of Dangerous Goods. Committed to the enhancement of safe practices and protocols, the Dangerous Goods unit oversees one of the key areas in ensuring the safe conduct of flight operations.

Aviation Medical Unit

Aviation Medical Unit oversees the critical functioning of the Medical Certification Program through effective implementation of the policies in accordance to ICAO Aviation Medical Standards. This unit is also essential in providing medical provisions and advisory support for the purpose of air accident investigation, flight crew and passenger safety as well as the standardisation of Designated Medical Examiners (DME).

The function of this Division is to regulate flight operations activities inclusive of aircrew licensing and air/ground operator certification.
